The decision of who wins, loses and participates in primaries is ultimately left to the parties, not state and county election offices. That fact’s been exemplified recently in both the Rhea County GOP squabble and a federal court judge upholding the state Democratic Party’s handling of former Clarksville Sen. Rosalind Kurita’s case from 2008.
