Gov. Bill Haslam said he had been told specific legislation would be required for the federal government to release $82 million in TennCare funds owed to the state. Haslam said getting such a bill passed “will be difficult.” Cuts to Tennessee’s version of Medicaid are expected.

A consensus appears to have formed that the current leadership at TennCare has adroitly managed the operation — and the days of upheaval seem to have subsided, for now. But the new governor will find that cost-containment problems have not been solved.

Tennessee Democrats worry that the proposed “Health Freedom Act” might give people the wrong impression: that Medicare is a voluntary program.
